AI Advertising Agency or AI Commercial Production Company? How to Choose

Search "AI ads" and you'll find three very different kinds of partner using the same words: AI advertising agencies, AI video production companies and AI commercial production companies. They overlap, but they're not interchangeable. Choosing the wrong one is the most common reason an AI project ends as a folder of impressive clips instead of a campaign that runs.

We're PHOCUS Creators, an AI creative studio that produces full-AI, hybrid and live-action commercials for brands and agencies worldwide. This guide explains what each type of partner actually delivers, which questions separate them, and how to match the partner to your brief.

Short answer

  • An AI advertising agency usually optimises media and performance creative: many ad variations, testing and targeting, often built on its own software.

  • An AI video production company produces video with AI tools, from explainers and social clips to avatars, often on a fixed format or package.

  • An AI commercial production company develops, directs and produces advertising films: concept, script, pre-production, approvals, generation or shooting, post and delivery, with a director responsible for the result.

If you need a brand film or a campaign hero that must look intentional in every frame, you need the third.

What an AI advertising agency does

Most companies ranking for "AI advertising agency" are performance specialists. Their strength is volume and iteration: producing dozens of variants of hooks, formats and messages, then using data to decide which ones get budget. That's valuable when the creative idea already exists and the job is to scale it across channels.

What they usually don't do is build a film from a blank page with a director, a look and a production process. If the brief is "launch our new product with a film people remember", a variant engine is the wrong starting point.

What an AI video production company does

"AI video production company" covers a wide range: avatar-based explainers, training videos, social content and short animated pieces. Many work from templates or packages, which keeps costs predictable for repeatable formats.

The limit appears when the brief needs exact products, consistent characters across many shots or a finish that has to sit next to broadcast work. Template workflows aren't built for that level of control.

What an AI commercial production company does

An AI commercial production company works like a production company that happens to generate most or all of its images. It follows the same stages as a traditional commercial: brief, concept and script, pre-production, look development, storyboard and animatic, generation, post (edit, sound, music, colour) and versioned delivery. The difference is how the images are made, not how the project is run.

That process is what makes the result fit a brand's approvals, legal checks and media plan. See how we approach it on our AI commercial production page.

Why live-action experience matters

Not every shot should be generated. Products that must be exact and people who must perform are often better filmed, while worlds that can't be shot are better generated. A partner that only knows AI will push everything through AI; one that only knows cameras will avoid it.

A studio that produces both can decide shot by shot, without bias. That is the core of a hybrid production: live action and AI planned together from pre-production so the result reads as one film.

Seven questions to ask any AI partner

  1. Who directs the film? Ask for named directors who will be on the review calls. At PHOCUS, our AI Commercial Directors, Jaime Calachi and Carles Mas, lead each production, with specialised external AI talent added when the brief needs it.

  2. Can you take an idea from objective to script? Execution partners need an approved script; creative partners can build one.

  3. How do you keep products and characters consistent? Listen for reference systems, look tests and shot-by-shot checks, not promises.

  4. Which tools do you use, and are they licensed for commercial use? PHOCUS only uses AI tools licensed for commercial use.

  5. Do you generate real people or other brands? A responsible studio doesn't. PHOCUS does not generate real people or third-party brands.

  6. How many revision rounds are included, and what counts as one? Get it in writing. We explain why in how revision rounds work in AI campaigns.

  7. What exactly will we receive, and with which rights? Masters, formats, cut-downs, market versions and usage terms should be listed in the proposal. Our guide to AI commercial rights, IP and brand safety covers what to check.

Red flags

  • A reel of short atmospheric clips with no product, message or call to action.

  • No named creative lead, or "the AI decides" as the answer to who directs.

  • Silence on tool licensing, likeness and music.

  • A single lump price with no breakdown. Our article on what drives the cost of an AI commercial lists what a quote should itemise.

  • Everything proposed as full AI, even shots where the product must be exact.

How to brief so proposals are comparable

Send every shortlisted partner the same brief: objective, audience, key message, channels, markets, deadline, deliverables (master length, aspect ratios, cut-downs, languages) and which elements are fixed (product, logo, claims) versus flexible (locations, supporting characters, hooks). Ask each one to answer with stages, owners, review points and a shot split. The answers will separate production companies from clip generators quickly.

FAQ

What is the difference between an AI advertising agency and an AI commercial production company?

An AI advertising agency usually focuses on media and performance creative, producing and testing many ad variations. An AI commercial production company develops, directs and produces the advertising film itself, from concept and script to post-production and delivery.

Is an AI video production company the same as an AI commercial production company?

Not always. Many AI video production companies work from templates or packages for explainers, avatars and social clips. An AI commercial production company runs a full production process with a director, approvals and finishing for brand and campaign films.

Should my commercial be full AI or hybrid?

It depends on the shots. Products that must be exact and people who must perform are often better filmed, while impossible worlds are better generated. A studio that produces both live action and AI can decide shot by shot.

What should I ask about rights and brand safety?

Ask which tools are used and whether they are licensed for commercial use, whether real people or third-party brands will be generated, and which usage rights, territories and periods the contract covers. PHOCUS only uses commercially licensed AI tools and does not generate real people or third-party brands.

Does PHOCUS work with agencies as well as brands?

Yes. PHOCUS works with brands directly and with advertising and creative agencies worldwide, remotely, as the AI or hybrid production partner on campaigns they lead.
